A Uganda Rwanda Kenya Tanzania safari joins four countries and two separate entry systems into one journey. The order you choose decides your flights, your visas and how many days disappear into airports. This guide explains how to choose the route order. It covers which legs to fly and which to drive, how the East Africa Tourist Visa interacts with the order, and what to check before you commit. Every dated fact was checked 11 October 2026.

A mountain gorilla. The trek permit is the one date on this route that cannot move, so it anchors everything else.
USD 100East Africa Tourist Visa: Uganda, Kenya and Rwanda only
USD 44Tanzania mainland inbound insurance per adult
15 kgTypical soft-bag limit on light aircraft (confirm)
The short answer
The cleanest Uganda Rwanda Kenya Tanzania safari starts in Uganda or Rwanda, continues through Kenya's Mara and ends in Tanzania. Because the East Africa Tourist Visa covers Uganda, Kenya and Rwanda only, it stops being useful once you enter Tanzania. Fly the long legs, treat the gorilla permit date as the fixed point, and confirm every dated rule before you book. Two gorilla treks are optional, not required.
Fees, flight schedules and health alerts change, so we confirm them again when we quote.
The Uganda, Rwanda, Kenya and Tanzania safari route at a glance
A four-country route does four jobs. Uganda and Rwanda give you the mountain gorillas in forest national parks. Kenya gives you the Mara, the best-known place on the route for lions and other big cats. Tanzania gives you the Serengeti plains and, if you have a day for it, the Ngorongoro Crater. Travellers search for this journey under several names, a Rwanda Uganda Kenya Tanzania safari, a Uganda Kenya Tanzania Rwanda safari, or simply a four-country East Africa trip. The countries are the same in every case. What changes is the order, and the order is the decision that matters.
What fixes the shape of a Uganda, Rwanda, Kenya and Tanzania trip
Three things fix the shape of the route, and we plan in this sequence:
The gorilla permit date. A permit is for one person, one trek and one date. It cannot be moved around the rest of the trip, so the rest of the trip moves around it.
The visa order. One shared visa covers three of the four countries. Where Tanzania sits in the route decides whether you can use it.
The chain of flights. Several legs have no direct flight at all, and the ones that exist run on fixed days.
Where published Uganda, Rwanda, Kenya and Tanzania itineraries go wrong
Many published itineraries we read while preparing this guide skip at least one of those three. Some describe a Rwanda trek that is optional while the introduction promises Rwandan gorillas. Some send the traveller to Tanzania and then back into Kenya without mentioning that the visa no longer works. Others say a flight is "own booked" or "if applicable" and leave the traveller to solve it. This guide does the opposite: it sets out each decision with the facts we could verify, and says plainly where the sources disagree.
Route order for a Uganda, Rwanda, Kenya and Tanzania safari: four directions compared
There are only four sensible directions for a Uganda Rwanda Kenya Tanzania itinerary. They differ in how the visa behaves and how many flights between the four countries you need.
Direction
Shape
Visa effect
Suits
1. Gorilla countries first, Tanzania last
Entebbe or Kigali, Kenya, then Tanzania, home from Kilimanjaro
A Uganda or Rwanda shared visa covers the first three countries and is not needed in Tanzania
Most travellers. Our default.
2. Nairobi first, gorillas in the middle
Nairobi, Mara, Entebbe or Kigali, then Kilimanjaro and the Serengeti
The shared visa must be valid for entry through Kenya, and Kenya as issuing country is unconfirmed
Nairobi arrivals wanting a mid-trip trek
3. Tanzania first, gorillas last
Kilimanjaro, Serengeti, Mara, Nairobi, then Entebbe or Kigali
Re-entering the area from Tanzania needs Kenya as issuing country, or separate visas
Guests who want the trek as the finale
4. Tanzania in the middle
For example Uganda, Kenya, Tanzania, then back to Rwanda
Breaks the shared visa: you need a separate visa or authorisation for the return
Rarely. Only if flights force it.
Confirm with the immigration authority of your first-entry country before you buy.
Why we plan direction 1 first for a Uganda, Rwanda, Kenya and Tanzania tour
The visa rules make direction 1 the cleanest. The shared visa must be used first in the country that issued it, and it ends its usefulness when you leave the three-country area. Putting Tanzania last means the visa never meets a border it does not cover, and it keeps the trek early. Operators disagree on whether gorillas belong first or last, and our gorillas first or last guide weighs that choice.
When another direction wins
Direction 2 suits a long-haul arrival into Nairobi, and direction 3 suits a traveller who wants the trek as the climax. Plan a buffer night around the trek in both. A Uganda Kenya Tanzania Rwanda safari that flies from Kilimanjaro to Kigali for the finale is a direction 4 route, so price the extra authorisation before you choose it. A Rwanda Uganda Kenya Tanzania safari that starts in Kigali is still direction 1. For which gorilla country comes first, see our guide to combining Uganda and Rwanda gorilla trekking.
Pro tip: price the ticket both ways
This route ends far from where it starts, so an open-jaw ticket (into Entebbe, out of Kilimanjaro, for example) is usually the natural fit. Ask for the fare both ways before you fix the direction.
Flights between the four countries, leg by leg
Most of the time saved on a Uganda Rwanda Kenya Tanzania safari comes from flying the legs that are long by road. The table lists the flights between the four countries that we could verify. Frequencies and carriers change, so treat the table as a checklist of what to confirm.

Flights that do not exist
Equally useful is what does not exist. We found no direct flights between Kigali and Kisoro, Kigali and the Mara, Entebbe and the Mara, or Kigali and the Serengeti. Any itinerary that implies one deserves a question. Our flight logistics guide has the full leg-by-leg detail across East Africa. For the pros and cons of flying each leg, read our fly-in or road safari guide.
Lions in the Maasai Mara. Reaching the Mara is a flight chain, not a drive, on a four-country route.
Border legs by road: Uganda to Rwanda and Kenya to Tanzania
Two borders are crossed by road on many Uganda Rwanda Kenya Tanzania tour routes. Each has its own detailed guide, so here is only what changes your plan.
Uganda and Rwanda by road
There are two crossings: Katuna in Uganda is Gatuna in Rwanda, on the Kigali to Kabale road. Cyanika in Rwanda is Kyanika in Uganda, near Kisoro and Musanze. Katuna serves Ruhija and Buhoma and, via Kabale, Rushaga and Nkuringo. Cyanika suits Mgahinga, Rushaga, Nkuringo and the link to Volcanoes. Kigali to the Volcanoes area takes about 2 to 3 hours, and Kigali to Bwindi about 4 to 6 hours depending on the sector. Allow 30 to 60 minutes at the border itself. Opening hours are reported differently by different sources, so confirm them and plan to cross in daylight. Your operator confirms whether the vehicle crosses or you change vehicle at the border. Our Uganda Rwanda border crossing guide has the detail.
Kenya and Tanzania by road
Operators report that the road from the Mara to the Serengeti via Isebania takes about 10 to 14 hours, including 1 to 3 hours at the border. They also report that you change vehicle and guide there. AirKenya's 2026 timetable lists an air, road and air alternative from the Mara via Migori in Kenya and Tarime in Tanzania. The link leaves the Mara at 08:05 and reaches Seronera at about 12:30. Service is daily to 31 December 2026 except 1 April to 20 May, and the minimum is two passengers, or four from 1 November to 15 December. Some operators still route this leg through Nairobi and Kilimanjaro or Arusha, which adds a day. Confirm for your dates, and see the Rwanda Kenya Tanzania guide for the same link described from Kigali.
If you travel by road from Nairobi to Arusha instead, the shuttle takes about 4 to 5 hours including the border.
Confirm both for your dates.
Entry rules by country, and how the order changes them
A Uganda Rwanda Kenya Tanzania trip needs two separate entry arrangements: one shared visa for three countries and a separate Tanzanian visa. The table gives the entry rules by country for a typical tourist. The full explanation of the shared visa is in our East Africa tourist visa guide.
Country
Document
Fact to know
Uganda
East Africa Tourist Visa, or a single-country visa, applied for online first
USD 100 for the shared visa. Apply at visas.immigration.go.ug. Biometrics are taken at an immigration office or border post after approval.
Rwanda
East Africa Tourist Visa (Irembo, visa type V11 East Africa Visa)
USD 100. Rwanda's pages say it is available on arrival, but Uganda says apply online, so we advise applying ahead.
Kenya
Electronic travel authorisation (eTA), approved before travel
Official portal etakenya.go.ke: standard USD 30, transit USD 20. About 3 working days, so apply at least 2 weeks ahead.
Tanzania
eVisa, separate from the shared visa
Most nationalities USD 50 single entry (multiple entry USD 100). US citizens USD 100. Apply at eservices.immigration.go.tz well ahead.
Other websites quote different Kenya eTA fees; apply only on the official portal.
The rules that change the route order
The shared visa is valid for 90 days, multiple entry within Uganda, Kenya and Rwanda, for tourism only. You must enter the three-country area through the country that issued it, and it cannot be renewed after expiry or after you leave the area. In practice that means a Tanzania leg ends its usefulness. If the route goes into Tanzania and back into Kenya, Uganda or Rwanda, you need a separate visa or authorisation for the return. That is our reading of the published rules, so confirm it with immigration. Our five-destination visa guide compares the options for each country.
Caveat: Kenya's eTA and the shared visa
Some official embassy pages say East Africa Tourist Visa holders do not need a separate eTA, but Kenya's own eTA portal does not confirm it yet, so confirm with Kenya's immigration helpdesk before you rely on it. Our Kenya eTA guide carries the same wording.
Your passport should be valid for at least 6 months from arrival. We advise at least two blank pages to be safe, since Kenya's own page and UK FCDO differ on the number.
Health, insurance and alerts for a Uganda, Rwanda, Kenya and Tanzania trip
Tanzania's mandatory insurance
Foreign visitors entering mainland Tanzania need the government inbound policy, which has applied since 1 October 2026 under Government Notice No. 256 of 2026. It costs USD 44 for an adult, paid in the Tanzanian shilling equivalent. Reported rates are USD 22 for children aged 3 to 17, nothing under 3, and 10% off for groups of 10 or more. It runs up to 92 days with multiple entries. Residents of EAC and SADC states are excluded.
Buy it from NIC at inbound.nicinsurance.co.tz before travel or on arrival. One policy covers mainland and Zanzibar. You buy it for your first port of entry. On a Uganda Rwanda Kenya Tanzania safari that ends in Tanzania, that is the mainland policy. Private insurance does not substitute, and entry may be refused without the policy. This was checked 11 October 2026, and guidance may be clarified, so confirm on the NIC portal before departure. We found no published penalties, and no source on how the rule is checked at land borders or on a route that re-enters Tanzania. Our Tanzania travel insurance guide owns the detail, and our travel insurance guide explains why you still want private cover for cancellation and high-limit evacuation.
Yellow fever certificates
A notice posted on 2 October 2026 says Uganda no longer requires a yellow fever certificate for entry. UK FCDO removed its Uganda line on 8 October 2026. Tanzania, Kenya and Rwanda ask for a certificate from travellers arriving from yellow fever risk countries. A Tanzania Ministry of Health notice dated 2023 lists Kenya, Uganda and Rwanda among the countries it asks a certificate from, and the lists can change. Carry your certificate, and read our yellow fever certificate guide for each journey. See also our vaccinations guide.
Ebola, as of 11 October 2026
WHO's update of 8 October 2026 reported 8,728 confirmed cases in the outbreak centred on DR Congo, to 6 October. Uganda declared its own outbreak over on 27 August 2026. Kenya confirmed its first imported case on 6 October 2026. The CDC table of 7 October lists no cases in Rwanda or Tanzania, and WHO advises against travel restrictions. Government advisory levels differ and some pages lag, so read the live pages from WHO, the CDC and UK FCDO before you book. Our dated table is in the hub guide.
Gorilla permits and fees on a Uganda, Rwanda, Kenya and Tanzania tour
The gorilla permit is the largest fixed fee on a Uganda Rwanda Kenya Tanzania tour, and it is the reason we build the route backwards from one date. You buy Ugandan permits through a licensed operator. Full payment at booking has been reported since 1 March 2026.

The briefing in Rwanda is at Kinigi at about 7:00 and late arrival is not refunded, so sleep close to the park the night before. One permit is one person, one trek and one date. Two treks on consecutive days need two permits, which operators routinely book. Peak dates sell out months ahead, so book as early as you can.
Do you need a trek in both countries?
No. One trek in either country satisfies the route. Two treks, one in Uganda and one in Rwanda, is an extra permit and a choice, covered in the combined trekking guide and the Uganda or Rwanda comparison. Park and conservancy fees for the Mara, Serengeti and Ngorongoro vary by season, and a quote lists each one. The way the pieces add up is in our East Africa safari cost guide.
Pro tip: permits before flights
Lock the permit dates first, then the flights and lodges. A non-refundable ticket booked before the permit is confirmed is the commonest way to make a four-country route fragile.
Gorillas and wildebeest on one route: which months overlap
The two headline experiences peak at different times, and a good route reconciles them. The Serengeti and Mara herds are on the move all year, and timing varies by weeks, so the migration cannot be scheduled. Treat the months below as windows, never promises.
About June to September: dry trails in Rwanda and Uganda, with the Mara River crossings about July to October and the busiest weeks about August to September.
About December to February: a second window. The forest is dry again and calving takes place in the southern Serengeti about January to March, but there are no crossings in the Mara.
March to May: the long rains. Gorilla trails and bush roads are at their muddiest.
The full calendar, with a row for each country, lives in our best time for a four country safari guide. Two more guides explain the mechanics of gorillas and the migration: how the Great Migration works and our Mara River crossing timing guide. The point for route planning is that a Uganda Rwanda Kenya Tanzania safari aimed at both gorillas and the migration should give the Mara and the Serengeti at least two nights each, more if crossings or calving matter to you, and keep a buffer around the permit date.
Wildebeest and zebra. Crossings and calving cannot be scheduled, so give them nights rather than hours.
Caveat: a wet 2026/27 season
Kenya's meteorological department warned on 10 September 2026 of heavy October to December rain that could continue into February 2027. For any departure from now to early 2027, expect softer forest trails and slower bush roads, and keep an extra night around flights and treks.

How the two full shapes work
The 14-day shape is the basis of our 14 day four country safari, and the longer primates-and-plains version is our 18 day four country safari. The 14-day shape avoids three traps: trekking the day after an evening arrival, trekking and crossing a border on the same day, and flying from the Mara to Arusha when a seasonal link goes straight to the Serengeti. In the 18-day shape, the crossing from Buhoma to Rwanda is a dedicated transfer day. Its time has not been measured, so we split it with a lunch stop.
The Ngorongoro rim. A crater morning followed by a 3 to 4 hour drive usually means an evening flight home.
Who a Uganda, Rwanda, Kenya and Tanzania safari suits, and mistakes to avoid
A Uganda Rwanda Kenya Tanzania safari suits travellers who are comfortable with several flights and can pack into a soft bag. They should be fit enough for a forest trek, with a minimum age of 15. It suits first-timers with enough days, photographers who want variety, and anyone who wants primates and plains in one journey. It is less suitable for travellers who dislike early starts. Travellers with limited mobility may find bush airstrips hard, and anyone whose dates leave no buffer around the permit should split the trip.
Trekking the day after an evening arrival. The Kisoro airstrip is reported open only from about 07:30 to 11:00, so stay a night in Entebbe, fly on day 2 and trek on day 3.
Trekking and crossing a border on the same day. A trek can take 2 to 8 hours plus an hour with the family. Sleep, then cross the next day.
Putting Tanzania in the middle. It breaks the shared visa, and most itineraries that do it never say so.
Flying the Mara to Arusha by default. It adds a day and a night when a seasonal link goes straight to the Serengeti.
Ending on a crater morning with a late flight home. The 3 to 4 hour drive to Arusha usually means an evening departure only, so add a night.
Hard suitcases. Light aircraft take about 15 kg in a soft bag, so confirm limits and store the rest.
Booking flights before permits. Permit dates are fixed, and flights are not.
Forgetting Tanzania's insurance. It is separate from your private policy.

What is the best order for a Uganda, Rwanda, Kenya and Tanzania safari?+
For most travellers the best order is Uganda or Rwanda first, Kenya second and Tanzania last. It keeps the East Africa Tourist Visa useful for the first three countries, puts the forest trek while you are rested and ends the trip on the long Serengeti stay. Arriving through Nairobi or wanting gorillas as the finale can justify another order, but check the visa position first.
Can you do all four countries on one East Africa Tourist Visa?+
No. The East Africa Tourist Visa, USD 100 and valid for 90 days, covers Uganda, Kenya and Rwanda only. Tanzania needs its own eVisa, which is USD 50 single entry for most nationalities and USD 100 for US citizens. Because the shared visa cannot be renewed after you leave the three-country area, Tanzania works best at the end of the route. Confirm with immigration before you buy.
Which flights do you need between the four countries, and which legs can be done by road?+
Most travellers fly Entebbe or Kigali to Nairobi, take a light aircraft to the Mara, then use the seasonal air and road link or a road crossing into Tanzania. Entebbe and Kigali both have flights to Kilimanjaro on fixed days. Road legs that work are Kigali to the Volcanoes area, the Uganda and Rwanda crossings, and Nairobi to Arusha. We found no direct flight from Kigali to the Mara or the Serengeti.
Do you need two gorilla treks, one in Uganda and one in Rwanda, on a four-country trip?+
No. One trek in either country is enough to put gorillas on the route, and many travellers choose exactly that. Two treks need two permits, one per person per date, and they add cost and planning. Uganda's published tariff is USD 800 and Rwanda's permit is USD 1,500, both worth confirming for your date. We compare the two-trek choice in our combined trekking guide.
Which border crossings are used on a four-country overland route?+
Two Uganda and Rwanda crossings are used: Katuna in Uganda, which is Gatuna in Rwanda, and Cyanika in Rwanda, which is Kyanika in Uganda. Between Kenya and Tanzania, overland routes use Isebania, and Nairobi to Arusha shuttles cross by road. Opening hours are reported differently by different sources, so confirm them and plan to cross in daylight. Your operator confirms whether the vehicle crosses.
Do I need a Kenya eTA if I enter Kenya at the end of the trip?+
Yes in most cases, whichever point of the route Kenya falls on. The eTA must be approved before you travel, and the official portal fee is USD 30 for the standard authorisation. Some embassy pages say East Africa Tourist Visa holders do not need a separate eTA, but Kenya's own portal does not confirm it yet, so confirm with Kenya's immigration helpdesk before you rely on it.
Do I need Tanzania's new travel insurance if I start in another country?+
Yes, if you enter mainland Tanzania as a foreign visitor who is not an EAC or SADC resident. The inbound policy, USD 44 for an adult, has applied since 1 October 2026 and is bought for your first port of entry, which on this route is usually the Tanzanian mainland. Private insurance does not substitute, and entry may be refused without it.
Where does the migration fit into a four-country route?+
It fits in the Kenya and Tanzania legs, and it cannot be scheduled. Mara River crossings run about July to October, with the busiest weeks about August to September, and calving takes place in the southern Serengeti about January to March. Timing varies by weeks with the rains. Give the Mara and the Serengeti at least two nights each, and read the calendar in our best time guide rather than relying on one date.
Should I start in Entebbe, Kigali, Nairobi or Arusha?+
Start in Entebbe or Kigali if you want the cleanest visa position, because the shared visa then covers the first three countries and Tanzania comes last. Start in Nairobi if your long-haul flight lands there and you accept a visa check, and start in Arusha only if gorillas are meant to be the finale. Price an open-jaw ticket for each gateway before you decide.
What does a four-country safari cost compared with a two-country trip?+
It costs more, because it adds international and light-aircraft flights, extra park fees, a second visa system and, if you trek, a gorilla permit. We do not quote a price here because it depends on lodge level, month and group size. The cost guide explains how the pieces add up, and a planner can price the route you have in mind.
Is a one-way open-jaw international ticket sensible for this route?+
Usually yes. Because a four-country route ends in a different country from where it starts, an open-jaw ticket, for example into Entebbe and out of Kilimanjaro, avoids a long return leg. Fares vary by month and airline, so ask for the open-jaw and return prices side by side. Make sure your onward flights allow for the checked baggage limits.
How many days does the route need?+
We advise at least two weeks for a steady pace, and the right number depends on how many gorilla treks and safari stops you want. Every border, flight and light-aircraft leg uses part of a day. Our days guide builds the total from blocks, and our two full packages show how 14 and 18 days are used.
